Here it is, folks. Yukio Ebisawa's final episode in the Dragon Ball franchise. It has been quite a ride.
Oob is a ten-year-old boy from a village all the way from South Island. He's promised his mom that he'd win the prize money from the Tenka-ichi Budokai to feed his village, but he's wondering if she was right about just how dangerous and big the world can be. He may be the strongest in his village... but is he the strongest under the heavens?
Pan, six years Oob's junior, is feeling no such misgivings.
Neither is this guy.
The twelve finalists line up at Mr. Announcerman's behest to draw number lots for the lottery which decides the pairing for the six matches. (This is all well and good, but um, how are they going to hold the quarter finals when they only have three quarters?)
Goku asks Mr. Boo to help him cheat the lottery, though, but only so he can fight the extraordinary fighter he came here for in his first match, when they're both at full power.
So he can fight the kid, Oob.
Vegeta can hardly believe that this little boy is who Goku came all this way to fight. Goku explains how when he killed the evil Majin Boo with the Super Genki Dama, he asked for him to be reincarnated, but as a good guy, and he reckons The Great King Yama-sama heard his request and fulfilled it... in this 10 year old kid. (Well, almost ten, assuming he was born the day Majin Boo was killed... but, near enough so
With their lots drawn, Mr. A calls out the six extraordinary match ups!
Pan vs Mo Kekko
Son Goku vs Oob
Captain Chicken vs Kirano
Mr. Boo vs Son Goten
Trunks vs Otokosuki
(His name literally means gay.)
and Vegeta vs Knock!
These are the twelve greatest fighters in the world!
"Don't ignore me, old guy!"
Er... the eleven greatest fighters in the world!
"Papa is strong!" Bra says, cheerfully.
Before the first match of the tournament, Videl and Gohan take their little contestant aside to wish her good luck, and to tell her to just relax and try her best. ("No worries." Says Gohan. "When I was your age, I was already living in the woods and slicing hunks of meat off dinosaurs' tails and making them watch as I eat their flesh.")
Mr. A announces Pan into the ring, and tells everyone she's Mr. Satan's grandchild!
The crowd goes wild! What an extraordinary girl she must be!
But as Pan knocks out Mo Kekko in two hits, the crowd falls into stunned silence.

For round two, it's Son Goku vs Oob. Mr. A tells everyone to get hype, as Son Goku is a returning champion to the Tenka-ichi Budokai who always puts on quite a show! He expect a white-hot match between him and Satan to come. (But since Mr. A knows Goku and Co. saved the world and not Mr. Satan, this is kind of a dick move on his part. I love it.)
Unfortunately, despite being Majin Boo's reincarnation, Oob seems simply too frightened to attack Goku. But, Goku comes out with a quick strategy to make him mad.
He says Oob's mom's belly button sticks out, and that both his mom and dad are, and I quote, "big piles of poop". (Goku, are you four?)
He follows up by nailing Oob in the face with a kick...
... and succeeds in bringing out the battle lust in Oob!!!
