Coming off of the massive Artificial Human and Cell storylines, Dragon Ball Z took a turn for more lighthearted fair for a time. With the Anoyo-ichi Budokai and Great Saiyaman Sagas, viewers were allowed to relax and enjoy the peaceful fruits of Gohan and Goku's victory against Cell. Majin Boo is the next, and last, epic storyline of the original Dragon Ball manga and the Dragon Ball Z TV anime. But after the darker tone of the Cell storyline, DBZ's tone switch to the lighthearted never completely goes away. Some people welcome the change and see it as a return to earlier storylines like the Red Ribbon Army. Others think it's just more proof that DBZ should have ended already. My rating system works 1 through 3, with 1 being "Poor", 2 being "Good", and 3 being "Great". Keep in mind I'm grading the story against itself, not other things; Dragon Ball is still my favorite, even when I'm critical of it.

Majin Boo Saga

Story

The 25th Tenka-ichi Budokai is interrupted by two thugs sporting the mark of "Majin" on their forehead. Kaioshin, the highest god in the known universe, has come to Earth to hunt them and their master Madoshi Babidi. Madoshi Babidi pits the Z fighters against his Majin fighters and themselves in order to gather energy to revive the universe's most deadly monster - Majin Boo. And Boo transforms so many times that even Goku claims to be getting sick of it (on more than one occasion). Fusion is introduced, only to be replaced by the better Potara merging. Gohan becomes the strongest fighter in the universe, only to be quickly supplanted as main character by the original protagonist, Goku. Super Saiyan versions from the last storyline are had by all, and new versions of Super Saiyan are reached.

It's more of the same as the Artificial Human and Cell Sagas, but with two critical differences. 

On the similar side, the villain and focus of the story keeps shifting on a dime. Plot threads are built up over the course of many episodes and then discarded almost as soon as they begin to be implemented. Characters powers and who is stronger than whom keeps shifting so much that you practically need a bloody chart to keep track of it. It's all the same tropes that have become increasingly obvious and frustrating as Dragon Ball and Dragon Ball Z have gone on.

However, different than the previous main story, this story never takes itself too seriously. That's to say, Toriyama never lost himself so far in the anxiety of not knowing what to write next that he forgot how to be funny. You see it start in the Cell Game, when he introduces Mr. Satan. Mr. Satan is important as a character because he represents a massive shift in the story that focuses on it being fun, even when it isn't being particularly well written or compelling otherwise. This does a lot to make the Majin Boo storyline heaps more entertaining on both initial viewing and rewatches, in spite of the break neck pacing of the plot threads changing and being discarded without properly satisfying resolutions.

And speaking of satisfying resolutions, that's the other key difference. The difference between this and any Dragon Ball storyline hitherto. The ending is perfect. If I was rating just the final 23 episodes, I'd be giving it top marks. They're just that freaking good. So while overall the story is mostly weak, it remains really fun and ends on a massive high note that sends off DBZ in the best way imaginable.

Fights

There's some really great throw downs in these episodes. Despite it being such a humor oriented storyline, when the fighting happens, it's DBZ at its most knock-down, drag-out. But you don't care. LET'S RANK 'EM UP~!!

Animation
This block of episodes is a truly mixed bag. On one hand, Last House and Studio Live animation studios are at their absolute worst during this time, and give us some truly miserable looking episodes. Episode 275 might be the worst looking episode of the whole franchise. And unfortunately, those two studios produced some 40-odd percent total of Dragon Ball. On the other hand, some of the absolute best looking episodes in the series come along thanks to the other studios working on the show. Studio Cockpit and Studio Seigasha mostly particularly. We're well into the 1990s with these episodes, when traditional TV animation, in my view, looked its absolute best. It shows in most episodes that Last House or Studio Live don't produce, and is especially evident in the movies from this era. (Movie 12, 13, and the 10th Anniversary DB movie from a year or so later are the height of DB animation IMO.)

But at least the last episode is gorgeous.

Music

No matter what else is going on in Dragon Ball and Dragon Ball Z, one person is always consistently great: Shunsuke Kikuchi. It's no small wonder he's still winning awards for his DBZ work in 2015. Most of the tracks from these episodes come from Movies 8 through 11, though a few choice tracks are used in the climatic battles from Z Movies 3, 7, and 12. (And when #18 smacks Roshi for grabbing her tits, an escape theme I absolutely adore from DB Movie 3 is reprised.) There's even a few tracks used in the last three episodes I don't recognize from anywhere else. If they were used in other places, it must not have been often, so it gives the ten years later quite a unique feeling. On the downer side of things, no new insert songs were made for these episodes. Why no cute song for Mr. Boo? Or an exciting battle theme for Mr. Satan? Ah, well. Full marks otherwise.

Conclusion
The Majin Boo Saga is a mess. But it's a fun mess, with a very satisfying ending.
