It's Goku vs Baby Vegeta, as the whole world has been turned into Tsufruians through Baby's brain-eggs. And he doesn't intend to stop until the whole universe has been turned into the new Tsufruians with he, King Tsufurian's "Baby", at the top. And (seemingly randomly, considering) he has picked Son Goku to be the one Saiyan who dies by his hands to pay for the atrocities his people committed on Planet Plant all those years ago.
To protect them, Boo turns Pan and Mr. Satan into candy and puts them in his belly for safe keeping, while he flies away from the fighting. (Boo doesn't stay to help Goku fight because Toei hates me personally.)
Goku and Baby clash, Saiyan vs Tsufruian!
Baby launches into Vegeta's Final Flash technique!
(Which they seriously call Big Bang in the episode but we all know what's happening here.)
Goku manages to dodge it,
which only ups how wakuwaku he is.
(Uchiyama, what are you doing.)
Trunks and Bra show up, and even they have been turned into Tsufruian slaves by Baby. Realizing he has no allies and that Baby and Vegeta's combined power is simply too much to handle, his only chance is to go Super Saiyan 3.
(What? No countdown?)
(That doesn't bode well.)
Goku launches at Baby Vegeta in a flash!!
But even though Super Saiyan 3 is great...
... Baby Vegeta is simply greater.
"Shit."
Then, because his small body can't handle the transformation, he reverts to normal.
"... Double shit."
Which leaves him open to Baby's ki blast.
"AND THIS IS TO SHIT EVEN FURTHER BEYOND!"
(Ah, there it is.)
Baby pummels Goku into the dirt. But he refuses to kill him before he's shown him the full extent of his Tsufruian power.
What is his Tsufruian power?
Well, apparently it's just borrowing more Saiyan power.
(Um, if you're trying to go Super Saiyan God, you need one more.)
The power up is successful...
... causing him to evolve into something more Baby than Vegeta.
"I've never felt a ki this awesome before. This might be the last thing I take with me to the Next World..."
"Oh? What are you smiling about?!"
"You're really strong, huh? Ehehe... But I'm not going to lose."

For one final stage of evolution, Baby calls forth all the people of Earth to lend him their hatred!!
With the combined hate of Planet Earth, Baby reaches his final form, and creates his ultimate technique, the Revenge Death Ball. (Which is like a reverse Genki Dama. Rad.)
Boo feels Goku's ki disappear as the Revenge Death Ball explodes upon impact. Who is left to defeat Baby, now?!
