In Dragon Ball Z: Resurrection 'F', we're given an explanation as to why many key members of the Z Team aren't present for the Invasion of the Freeza Force, except for one glaring oversight: Mr. Boo, the strongest non-Saiyan on the team. But even if Toriyama's script leaves out proper logic as to why the friendly Majin isn't throwing down with the others, Toyotaro's manga adaption of the movie and the Dragon Ball Super storyline also adapting the movie give the same reason, which we can easily assume applies to the movie version as well.

Boo's napping.

Now there is a contradiction to Dragon Ball Z in Super and Toyo's explanation - Both suggest that once Boo starts sleeping, he's impossible to wake and he sleeps for a long time. Except we know he doesn't.

In DBZ 248 he sleeps for five seconds, then says he's slept for a long time when he wakes up.

There's different ways you might be able to explain this away, of course; After expelling Evil Boo, he's more Grand Kaioshin than Majin, and maybe Kaioshins, as long living gods, sleep for extended periods of time like Beerus. But whatever, explaining it away isn't really the point. Because the contradiction doesn't matter.

Because if Mr. Boo had been in Resurrection 'F', he could have soloed the whole movie. Which is a bigger problem than potentially inconsistent sleep cycles.

I'm not talking just the 1,000 Freeza Force soldiers, either. We all know that Boo could take them out with little more than a blast from his Candy Beam. They'd all turn into something delicious, like Watermelon Kids, and he'd munch away while Freeza pooped himself in sudden dread.

"What the fuck"

It's Freeza himself who'd be in real trouble for the plump Majin. Not even Golden Freeza could beat him... or should I say, especially not Golden Freeza.

"How?" I can hear you asking. "Mr. Boo couldn't defeat Kid Boo, and barely did better than Gohan against Beerus - how can he beat Golden Freeza, who is presumably somewhere between Kid Boo and Beerus in strength?" And I would point you to the Cell Saga.

Remember what we learned?

Apart from being much slower than a regular Super Saiyan, Ultra Super Saiyan drains ki too rapidly to be applicable in a sustained fight. Goku solves this problem by focusing on the better balance of regular Super Saiyan, which increases his and Gohan's abilities well above those of Vegeta and Trunks. But it's a learning curve. The Super Saiyans are experimenting with powers that the universe hasn't known outside of a select few incredible individuals. Freeza, who has never had to train in his life before being revived in Resurrection 'F', and who wasn't around to see and learn from the mistakes made by Trunks, Vegeta, and Cell, has no idea about this ki theory. Indeed, Freeza doesn't know anything about ki theory. He's naturally monstrous, but that means he never had to learn how to properly control his strength, and it shows. Not only can he not sense ki (something Goku learns to do as a child), but he makes the same mistake of Power Over Balance... twice.

On the other hand, Majin Boo appears to be a being positively bursting at the seams with ki. He doesn't tire (at least not very easily), he constantly regenerates without any apparent strain, and the longer he fights an equal or stronger opponent, the more he learns their techniques and the stronger he becomes. While someone like Beerus is too overwhelmingly powerful for Boo to handle, and Kid Boo is just all his own gimmicks but much stronger and wilder, Golden Freeza isn't either of those things.

Just as SSJ Blue Goku took a major beating against Golden Freeza...
... before gaining an edge as Freeza's ki rapidly drained...

... so, too, would Majin Boo. And while Goku Blue would certainly know how to beat Majin Boo if they ever came to blows again, that isn't something Freeza would know how to do or even understand. Indeed, even if he tried to completely vaporize Boo, he'd never be able to detect his ki, so the chances of him being successful are incredibly slim.

Instead Mr. Boo would act as like the Paper to Freeza's Rock. Freeza could bash him around, blast him into pieces, pull him apart, and throttle him all he liked... But Boo would keep getting back up, until Freeza's ki failed him, leaving him open to Mr. Boo's finishing move.

White chocolate Freezy Pop, anyone?
