After being teleported to the Kaioshin Realm, Dende explains the godly hierarchy to Mr. Satan. There's Kami-sama, who answers to Kaio-sama, who answers to Grand Kaio-sama, who answers to Kaioshin - these two strangers are said Kaioshin.
"If those geezers are so awesome, then why don't they do something about Majin Boo?"
"He gets you where it hurts, huh?"
Deciding this entire thing must be some insane dream, Mr. Satan decides to fly off into space and kill Majin Boo himself. But instead, he falls and breaks his ass.
"Arrghhhhh... that huuuurt!"
"You let Piccolo and Gohan die instead of that big idiot."
Vegeta is furious at Goku for diverting his attention from saving the boys by rescuing Dende, Mr. Satan, and the puppy Wan-chan instead. With the Dragon Balls blown up with Planet Earth, there's no way to get them back. But Dende reminds them that Elder Muuri still maintains Dragon Balls on Planet Namek, with which they can put everything right!
But ODB roundly objects, citing that the Dragon Balls disturb the natural order of the universe and were given only to the somber Namekians to use with matters pertaining to their planet, and their planet alone.
However, Goku reminds him if he wants to perv on his MILF friend, she needs to be wished back.
Objection sustained.
Vegeta, on the other hand, isn't as won over by the scheme.
"Why, you!!! Use other people's wives as you like, will you?! You can give him photos of your own wife -- Chichi's chi-chis!!"

Meanwhile, on Grand Kaio's world, Paikuhan and Olivue are doing manly shit.

Until Majin Boo shows up.
(Despite its name, pooping yourself is not manly shit.)
In order to take on Majin Boo before he decimates the universe itself, Kibitoshin gives Goku and Vegeta his Potara earrings so that the mighty Vegetto can beat Boo in an instant.
Surprising everyone, but no one as much as Vegeta, Goku refuses.
"I appreciate the offer, but I want to fight as myself. I'm sorry to be selfish at a critical time like this, but he ain't merged with anyone anymore either."
"You idiot! What are you saying, at a time like this?! You guys aren't in some kind of tournament with Boo!!"
"Well said, Kakarotto! I don't need this anymore, either."
"That's the very essence of the warrior Saiyan race."
"We'll manage something, I'm sure of it!"
In the spirit of fair play, and the stubborn Saiyan nature to always fight your hardest without relying on shortcuts, Goku and Vegeta are going to take on Majin Boo without gimmicks. No Potara, no Fusion; Because, really, as neat as they are, nothing compares to overcoming the odds on your own.
Back on Grand Kaio's planet, Paikuhan and Olivue confront Boo.
"If you've come to train here, I'll be your opponent." "But the training here is pretty tough."
"Why are you keeping quiet? Try saying something."
Unable to even detect Boo's movements, two of the strongest men in the Next World are easily put down. Kuririn jumps in next, offering a Kienzan for Majin Boo.
It doesn't work out.
"Kuririn! I'm coming to help!"
"Actually fuck this I'm out."
At the Kaioshin Realm, Vegeta comes up with a plan to lure out Boo from Grand Kaio's world. If he and Goku raise their ki incredibly high, Boo will surely be attracted to it.
During which, Majin Boo begins forming a massive ki blast with which to utterly obliterate Grand Kaio's world.
"Can't you do anything, Yamcha?!" "Like what?!"
"This is a Filler episode, right? You beat a freaking Mountain God during one of these!"
"It... only works if I'm fighting non-canon characters."
"But you beat Reacoom only hours after he thrashed Vegeta, Gohan, and me!"
"Right, but he's never shown up in a canon scene since his death, so it doesn't count."
"..."
"Shit."
But since no one ever dies in Filler episodes either, Kuririn and Yamcha are saved by Majin Boo sensing Goku and Vegeta's superior ki and, as predicted, following it to the Kaioshin Realm.
The episode title refers to something that happens at the literal last minute of the episode. Bless you, DBZ episode titles.
